DESCRIPTION:Series of community hui on Council’s Investment in Rec\, Sport and Play.  \nYou are invited to a conversation about sport\, recreation and play in Lower Hutt\, and the future challenges and opportunities facing both the community and  Council. We know sport\, recreation and play are highly valued by our community\, and that’s why every year significant rates funding goes into providing fields\, hard surfaces and facilities.  At the same time\, we know the sports community is under pressure from increasing costs\, decreasing funding and in some cases\, low or declining participation.  \nCouncil also faces financial challenges. Our community has been clear with us that we need to find ways to reduce rates increases\, and we recently adopted a new Target Operating Model\, which charts a course to do this. This includes reconsidering levels of investment into all services and divesting some assets.  The focus will be on providing the best possible value for money for rate payers and residents.   \nWe are keen to hear from you about the challenges and barriers you may be experiencing as an organisation involved in sport and recreation\, share with you the challenges for Council and talk about how we can work together to ensure our people can continue to be active. SUMMARY:HCC - Government changes to allow higher and denser housing (survey closes 5pm Friday 29 April)
DESCRIPTION:The Government passed a law in late 2021 to allow housing up to three storeys high in most residential areas\, without requiring council planning permission (resource consent). Council is also required to allow housing of at least six storeys within walking distance of our train stations\, the CBD and the Petone commercial area. More housing (also known as intensification) will also be allowed in residential areas such as the suburban centres of Avalon\, Eastbourne\, Moera\, Stokes Valley and Wainuiomata. \nCouncil is only able to limit these requirements in specific circumstances such as identified natural hazard and heritage areas. \nThis law means a change to council’s work on the District Plan review that was already underway. The District Plan is the main document that sets the rules for managing land use and development within our city. \nCouncil has voted to focus on making the necessary changes to the District Plan to include these requirements. This will enable Hutt City Council to make the intensification changes that are required by the government deadline of 20 August. \nCouncil has prepared a detailed outline(External link) of what these changes will mean for Lower Hutt\, with maps showing the areas where the changes may occur. DESCRIPTION:As you might be aware\, the Government is proposing to reform how three waters services are managed and delivered across Aotearoa New Zealand. Currently\, these services – drinking water\, waste water\, and storm water – are delivered by 67 councils\, and the Government is proposing to consolidate these services under 4 publicly-owned entities instead. \nWe all need reliable access to safe drinking water\, and we also have a responsibility to look after our environment. These reforms have been proposed following the death of four people in Havelock North in 2016\, where 35 people were also hospitalised and many more fell ill after consuming contaminated water. Analysis by the government suggests that some parts of the country have seen decades of underinvestment in three waters infrastructure\, and the bill to fix and maintain these networks is now too large for many councils to afford. \nHave your say now
