Review of the Public Places and Trading in Public Places Bylaws
Council is reviewing our Public Places and Trading in Public Places Bylaws. We want to hear from the community to ensure our proposed changes reflect current needs and expectations.
• Public places are the spaces around our city like parks, reserves, roads, footpaths, and more that we share with everyone else in the city. We have some set rules to ensure these spaces remain safe, accessible, and enjoyable for everyone.
• Hutt City Council has two bylaws that manage public places, one for general use and one for trading. These rules protect public health and safety and support fair use of shared spaces. Council must review the Public Places Bylaw by 20 September 2026 and is proposing to combine it with the Trading in Public Places Bylaw to make the rules clearer, simpler and easier to access.
• The four-week consultation period is your chance to tell us if we got it right. We want to hear your feedback on our draft bylaw, before it’s approved by Council.
• Other than the consolidation of the two bylaws, the proposed changes are minor.
• The changes update definitions and aim to clarify standards, strengthen enforcement, and remove duplication.
• Council is seeking community feedback from 25 March to 25 April 2026. You can share your views on Have Your Say ( https://haveyoursay.huttcity.govt.nz/public-places ), by emailing policy@huttcity.govt.nz with “Public Places Bylaw” in the subject line, or by dropping off a submission at 30 Laings Road. If you would like to provide feedback to Council in-person, please indicate your interest through the survey. Hearings will be held in May if required. |
