Thank you for those who made a submission to Council about the representation review. 379 submissions were received from Hutt City's 114,000 residents, of which 204 or 54% were from Eastbourne and Eastern Bays' 5,000 residents. The public hearing will be held on 26 August, with Council considering the final representation proposal on 10 September 2024.

Chair’s Report August 2024
The Eastbourne Community Board’s (ECB) next public meeting is at 7.15pm on Tuesday 13 June. The agenda is posted on the Hutt City Council website and on our eastbourne.nz website about a week before each meeting.
Please note that ECBs public meetings will now be held in the Eastbourne library. Now that the bookshelves are on wheels, we can move them aside to make room for our public meetings. Moving to the library also means we can record the meetings.
We thank the East Harbour Women’s Club for allowing the ECB to use its wonderful space for our meetings for many years.
Residents are always welcome at Board meetings. At the start of the meeting, anyone may speak (for up to three minutes) under public comment on any community topic.
Since the previous meeting and Chair’s Report in June, members of the Eastbourne Community Board (ECB) have:
- Made a submission on the Council’s representation review. An independent panel recommended disestablishing Hutt City’s three community boards. We strongly oppose this for the reasons outlined in our submission, which is attached. We appreciate the support received from Eastbourne residents and look forward to speaking at the hearing later in August.
- Recommended, as part of our representation review submission, that the Wainuiomata and Harbour Ward boundary be moved so that Pencarrow Road is part of Harbour Ward. It is currently part of Wainuiomata General Ward although there is no public access from there.
- Attended an information session about the representation review at the Eastbourne Library.
- Reminded Council that in March 2023, it voted not to reduce the speed along Marine Drive in Days Bay without further consultation. As a result, Council removed the 30km/hour signs installed in late June.
- Met with Council officers about the training offered for four to six volunteer lifeguards so the Eastbourne Summer Pool season can be extended. We are grateful to Council for offering this opportunity and to the residents who have volunteered so far. - Attended the opening of the wonderful new lawn and barbeque area at Williams Park.
- Liaised with Council officers to obtain plants, mainly spinifex and pingao, to stabilise the dunes at the end of Kauri Street.
- Continued developing an informal junior bike skills track near Burdan’s gate. Thanks to the residents who have helped so far. If you would like to be involved, please contact Frank Vickers.
- Met with Council officers to discuss a new draft parking strategy.
- Pointed out to the Council that the recent dog access consultation was misleading because Point Hoard beach was referred to as Sorrento Bay. Residents refer to it as Point Howard Beach, as did the Council’s website until very recently.
- Liaised with the Eastbourne Bowls Club and Council about the proposed relocation to ESSC. Watch out for community consultation about this.
- Saved more tetra paks and batteries from landfill via the collection bins in the Eastbourne Library foyer, thanks to Bruce Spedding’s efforts.
Council is currently consulting on alcohol bylaws, policy and fees. No changes are proposed for Eastbourne, but the ECB Community Board is preparing a submission and encourages residents and resident associations to review the information at haveyoursay.huttcity.govt.nz.
One of the Board’s roles is communicating relevant matters, proposals, consultations, and issues with residents. We do this through our Facebook page (nearly 800 followers), the eastbourne.nz website, our email list (220+ subscribers), our regular column in the Eastbourne Herald, and the digital display board at the library.
